The Italian journalist claims the final decision will be with the player, who has been offered a new contract at the Bundesliga club.
Diomande has impressed this season, scoring 12 goals and providing eight assists in the German top flight.
The 19-year-old will feature for Cote d’Ivoire at the World Cup this summer, which could delay any potential transfer.
Should PSG win the race for Diomande's signature, Romano claims Liverpool could then consider a move for Bradley Barcola.
The 23-year-old has 13 goals and five assists in all competitions for PSG this season, but could become surplus to requirements if the French champions sign Diomande.
"Liverpool wanted Barcola in August 2025 but it was not possible to proceed," Romano said on his YouTube channel.
"Liverpool are still there, interested in Barcola. Diomande and Barcola, these are the two main names for Liverpool, obviously depending on what happens."

Dias 'offered' to Real Madrid

Manchester City defender Ruben Dias has been offered to Real Madrid by his agent, Jorge Mendes, according to El Nacional.
The Spanish outlet claims the centre-back is one of several players at City who has started to "contemplate a change of scenery".
Dias is reportedly not "entirely convinced" by the project at the club after Pep Guardiola's departure, and has asked Mendes to "explore other options",
Super-agent Mendes is said to be hopeful of re-establishing the strong relationship he previously had with Real Madrid now Jose Mourinho is set to return to the Bernabeu.
Dias, 29, has won everything with Man City since his arrival from Benfica in 2020 and is considered a potential solution to Los Blancos' defensive struggles.
While Dias is believed to be open to a new challenge, it is not yet clear what kind of fee would be required to sign the Portugal international, who is under contract until 2029.

Fernandez emerges as Man City's 'top target'

Chelsea midfielder Enzo Fernandez is Manchester City's "top target" this summer, according to Fichajes.
With Guardiola leaving, City reportedly want to make a "strong statement" in the transfer market, and add star power to City's squad.
Enzo Maresca, having worked with Fernandez at Chelsea, views the Argentina international as the "ideal" signing to improve City's midfield, should he replace Guardiola.
Bernardo Silva's exit after nine successful years at the Etihad means midfield is a priority for the club in the next transfer window.
Chelsea's reluctance to sell their record transfer - who they bought for £107 million from Benfica in 2023 - could prove to be a stumbling block.
Fichajes claims City may have to pay a fee of around £130m to sign Fernandez, but Chelsea reportedly have "no need" to sell one of their key players.
The 25-year-old is under contract until 2032, which strengthens the Blues position, although he was dropped by the club earlier this year for suggesting he would like to live in Madrid.
City are said to "have the resources" required to do a deal, even if Chelsea demand a huge fee.
